On Wednesday, the House Committee on Foreign Affairs held a hearing on the upcoming United Nations climate change conference in Copenhagen, Denmark next month.
Mr. Stern encountered tough questioning from Republicans, some of whom challenged the idea that the earth is warming. Others expressed fear that the administration will commit the U.S. to an economically ruinous schedule of emissions reductions.
“The longer we wait, the worse it gets,” Mr. Stern told the panel. “At some point, people are going to recognize there’s too much carbon in the atmosphere.”
Mr. Stern was testifying a day after Senate Republicans largely boycotted a meeting of a Senate panel weighing a proposal to cut U.S. emissions roughly 20 percent beneath 2005 levels by 2020. The Republicans complained that the bill’s potential impact on the economy had not been sufficiently vetted by the Environmental Protection Agency.
Echoing similar concerns, Rep. Gus Bilirakis (R., Fla.), told Mr. Stern “the last thing we need coming out of Copenhagen is an energy tax.” Mr. Bilirakis said he feared the Obama administration will commit the U.S. to a deal that “will severely disadvantage American business and shift jobs abroad” to countries such as China and India that don’t cap emissions.
Gus continued:
"We most certainly should not agree to live by the terms and conditions of any international treaty or legislative body other than that of the U.S. Congress; especially when ceding our sovereignty in this area would devastate our economy and increase unemployment."
Back in June Gus voted against the House "Cap & Trade" plan:
"As Floridians face double digit unemployment for the first time in 34 years, the last thing we need is an energy tax that will drive energy costs through the roof for families and hamstring small businesses who are trying to survive and create jobs. This deeply flawed bill will severely disadvantage American businesses and shift jobs to other nations like China and India who do not cap emissions. We must balance the need to protect our environment with the need for economic growth and job creation. Unfortunately this bill fails to effectively strike that balance and will do more harm than good.
“Congress should instead increase domestic energy production, promote energy efficiency, and encourage private investment in renewable energy technologies as part of a comprehensive plan to address our energy needs.”
Today the House Republicans released their plan for reforming health care, which doesn’t raise taxes or cut Medicare like the Pelosi plan.
The Republican plan moves away from more government bureaucracy and instead builds upon our current system while lowering costs, preserving the quality of care and keeping individuals in charge of their own health care decisions.
The GOP plan incorporates many of the ideas Gus has advocated for months including lowering health insurance costs through tort reform, and strengthening association health plans so employers can join together to provide affordable health coverage. It also allows individuals to purchase health insurance on their own, or through their civic clubs, church or fraternal organizations, across state lines, so they have access to less costly policies.
With debate winding down in the U.S. House, the GOP today offered its own health care plan (summary here ) that focuses on reducing costs rather than extending coverage to most Americans.
U.S. Rep. Gus Bilirakis, R-Palm Harbor, lauded it as a "common sense approach" and asserted that focusing on lowering premiums would make coverage more accessible. He touted an emphasis on tort reform, or what the GOP calls "junk lawsuits," and said the plan left Medicare Advantage funding untouched and does not impose new taxes. "These are consensus issues," he said.
Last Thursday Speaker Pelosi unvieled her health care bill, H.R. 3962 the Affordable Healthcare for America Act, which has a $1.2 trillion dollar price tag according to the nonpartisan Congressional Budget Office.
Battling back even as U.S. House Democratic leaders congratulated themselves for crafting a brand new doorstop masquerading as a health care “reform” package, U.S. Rep. Gus M. Bilirakis (R-Palm Harbor) joined the chorus decrying the plan as a naked government takeover:
“Instead of working to produce health care reform that would control rising costs and provide greater access to insurance for those who lack it, the Democrat’s today emerged from behind closed doors to repackage the same heavy-handed, big government approach they have proposed since day one. Their plan will slash Medicare for seniors, raise taxes and lead to fewer choices and more costly premiums while reducing the quality of care we all receive.
“We should move away from more government bureaucracy and instead build upon our current system while preserving the quality of care and keeping individuals in charge of their own health care decisions. Congress should be working on sensible answers that will lower costs and increase access to insurance such as tort reform, cleaning up fraud, strengthening insurance so it is portable and can be purchased across state lines, and expanding access to care through community health centers.”

On Monday, Gus held his second annual seniors health fair in New Port Richey which provided free health screenings to area seniors and gave him an opportunity to discuss health care reform with seniors one on one.
Over 200 seniors attended and were able to receive free health tests and screenings for diabetes, cholesterol, oxygenation, hearing, vision, blood pressure, skin cancer, mental health and dementia-related illnesses. Additionally seniors were provided with nutrition counseling, information on prescription drug coverage, Alzheimer’s care needs, employment information and veterans' services.

Tampa Bay Congressman, Gus Bilirakis, (R-FL) says he has co-sponsored legislation that would mandate a 72 hour period between the time a bill is finalized until a vote.
"I think there should be a 72 hour waiting period so that it can be posted on the internet, so constituents get an opportunity to read the bill, so that members have an opportunity to read the bill and they should read the bill," Bilirakis told Reporter Kerry Kavanaugh.
On Sept. 17, 2009, 70 years to the day that the Red Army invaded Poland, President Obama pulled the plug on the U.S. plan to establish a missile defense system in Poland and the Czech Republic. This irony, reneging on an agreement with two partners in Central Europe and yielding to threats by the Russians, was not lost on our European allies, who viewed the shield as a substantial contribution to their safety.
More importantly, the decision leaves the United States less capable of responding to the growing ballistic missile threat from Iran. According to the head of the U.S. European Command, Iran would be able to deploy an intercontinental ballistic missile capable of reaching parts of the U.S. by 2015. The European-based missile defense system would have provided a layer of protection against just such an attack on the eastern seaboard of the United States. As Iran and North Korea continue to defy the international community with missile testing and pursuit of nuclear capability, the Obama administration has cut missile defense funding by more than $1 billion.
Recently, the International Atomic Energy Agency reported to the United Nations that “[t]he Agency … assesses that Iran has sufficient information to be able to design and produce a workable implosion nuclear device.” Even worse, the report revealed that not only does Iran have “sufficient information” to make a nuclear weapon, but it has “probably tested” a key component.
As if that was not reason enough to stick to the long-planned European-based missile defense system, evidence of a concealed nuclear plant in Iran recently became public, while at the same time they test-fired at least two missiles that could reach Israel — revelations that are sure to further destabilize an already tenuous region.
With all this evidence, it remains a mystery why President Obama decided to go against NATO — which is on record saying missile defense is necessary to deal with the Iranian threat — and our allies by removing a defensive missile defense system. While our policy toward Iran should be one of preventing their possession of nuclear missiles, U.S. national security demands that we also defend against such a contingency.
The administration has indicated that this is a “better way forward,” and that the U.S. needed to shift strategy due to changing intelligence about Iran’s short- and medium-range missile capabilities that the old plan didn’t protect against. However, the administration also stated that “our military will continue research and development on a two-stage ground-based interceptor, the kind that was planned to be placed in Poland, as a back-up.” As a back-up? This begs the question why President Obama would scrap an already-in-place long-range missile defense program for one that only protects against short- and medium-range threats with a promise to “continue research” for a long-range system. These two plans are not mutually exclusive, and the U.S. and our allies deserve a plan that protects against all threats.
In the realm of national security, perception is reality. There is no doubt we looked like we capitulated to Russia. We certainly let down our European allies, and for the moment, we are less protected against long-range missile threats.

On Wednesday, Gus took to the House floor and called for a stop to federal funding of ACORN after sending a letter to President Obama asking him to end taxpayer funding of the group:

Rep. Gus Bilirakis, R-Fla., said he's asked the Federal Emergency Management Agency to repeal a nearly $1 million grant it awarded to ACORN earlier this month.
WASHINGTON — The war wreckage littered the road to Kabul, and some of it was strikingly fresh — a reminder to U.S. Rep. Gus Bilirakis of the challenges in Afghanistan.
"It's going to be very, very difficult, tough. It's very serious," the Palm Harbor Republican said Wednesday after returning from a trip to the country.
In the early morning as Bilirakis arrived there last week, the Taliban had launched eight rockets into Kabul in an apparent attempt at unsettling the capital before the Aug. 20 presidential election.
"They create these spectacular events and it scares the heck out of the people," Bilirakis said.
But amid the fear, Bilirakis said he found signs that the renewed U.S. effort in Afghanistan is having some effect. He saw locals being trained and was impressed with the morale of U.S. troops.
Then there is the election, which he views as "critical" to the stability of the country.
"I think we have the right strategy in place and the right people in place," said Bilirakis. He met with Gen. Stanley McChrystal, who has called for a revamped strategy in Afghanistan that includes more U.S. troops.
Bilirakis said success hinges just as heavily on the Afghan people. "They have to be committed to winning this thing. I think we can, but it's going to be very difficult."
WASHINGTON (6 November) – U.S. Rep. Gus M. The Pelosi plan raises taxes on families and small businesses by more than $700 billion and will result in more jobs being lost. "The Republican plan lowers health care costs and expands access to quality care without raising taxes, cutting Medicare, killing jobs, or putting federal bureaucrats between patients and their doctors.
“The trillion dollar Democratic plan raises taxes on individuals and small businesses, raids Medicare to pay for a government takeover of health care, and gives the federal government more power over personal health care decisions. The Republican plan clearly is the preferable approach, especially since it is the only one taxpayers can afford.
“The GOP plan establishes programs to help people with pre-existing conditions obtain coverage through high-risk insurance pools, prevents insurers from unjustly cancelling policies because people get sick and need costly care, and prohibits insurers from instituting annual or lifetime spending caps for people with high health care costs.

WASHINGTON (29 October) – Late Wednesday evening, President Obama signed into law the Fiscal Year 2010 Department of Homeland Security Act, which included an initiative sponsored by U.S. Rep. Gus Bilirakis (R-Fla.) to enhance our nation’s visa screening capabilities overseas to keep terrorists out of the United States.
The Bilirakis provision increases funding for the Visa Security Program, which is an Immigration and Customs Enforcement (ICE) program that places security officers at high-risk overseas posts to carefully investigate and scrutinize visa applicants. Currently, Immigration and Customs Enforcement operates 14 visa security units around the world.
“The Visa Security Program is a vital terrorist detection tool which allows ICE to aggressively examine visa applications to identify potential terrorists before they gain entry to the United States,” said Bilirakis. “The increased funding will provide ICE with needed resources to establish an additional visa security unit and accelerate the addition of new units overseas in the coming years.”
The provision is budget neutral and transferred funds from administrative purposes under the Office of the Secretary of Homeland Security to ICE's Visa Security Program.

WASHINGTON (15 October) – During a House Foreign Affairs Committee hearing Thursday, U.S. Rep. Gus Bilirakis (R-Fla.) issued the following statement, calling on the White House to allow General Stanley McChrystal to testify before Congress and detail how best to implement his strategy for achieving the goal of denying a safe haven to Al-Qaeda and the Taliban in Afghanistan:
“As more American military members are facing greater perils and dying in higher numbers, I believe that the Administration should be providing much needed information about where we are and where we’re going in Afghanistan.

On September 17, Bilirakis contacted Federal Emergency Management Agency (FEMA) Administrator Craig Fugate expressing strong opposition to the Agency’s September 4, 2009, decision to award a nearly $1 million Fire Prevention and Safety grant to the ACORN Institute of New Orleans, Louisiana. FEMA officials recently announced that the agency has not, and will not; provide any of this funding to ACORN, an organization that has engaged in questionable, and in some cases unlawful behavior.
WASHINGTON (8 October) - U.S. Rep. Gus M. Bilirakis (R-Fla.), representing Florida’s 9th Congressional District, today issued the following statement regarding the state of Florida’s economy. At 10.7 percent, the state's most recent jobless rate was up from 6.5 percent the same time last year and at a 34 year high. The Tampa Bay area has been particularly hard hit with the current unemployment rate now topping 11 percent:
"Simply put the Obama Administration's stimulus has failed to create the job growth which it promised. In February, the White House predicted that the stimulus would create over 200,000 jobs in our state through the end of 2010. In fact Florida is on the wrong track to meet that projection having shed roughly 150,000 jobs since February. Any economic stimulus bill must focus on creating jobs and providing tax relief, not runaway government spending.
“The best way to encourage economic growth is to allow taxpayers to keep more of their own money to spend. We should be enacting fast acting tax relief which would create jobs and lower the tax burden on working families and small businesses.”
NOTE: The White House's February 2009 projection of the number of jobs that would be created by the 2009 stimulus law (through the end of 2010) does not compare favorably with the actual change in state payroll employment through August 2009 (the latest state-by-state figures currently available). Florida lost 150,000 jobs between February and August 2009.

WASHINGTON (28 September) - U.S. Rep. Gus M. Bilirakis (R-Fla.), a member of the House Committee on Veterans’ Affairs and Chair of the Veterans’ Affairs Task Force for the Republican Policy Committee, today lauded the Department of Veterans Affairs’ (VA) decision to issue checks to students awaiting education benefits as part of the Post-9/11 GI Bill.
"It is critical that we honor the commitment we have made to our service men and women, and I’m pleased that the Department has issued this emergency funding to carry eligible veterans through until their applications are processed,” said Bilirakis. “Veterans should not be placed in the awkward position of having to scrape together money to pay for benefits they have earned.”
According to the VA more than 50,000 veterans and their relatives have given notice that they are enrolled in college for the fall semester and are hoping to be receiving payments for tuition, housing and books under the program. To date roughly 27,000 students have received benefits, leaving nearly half of eligible veterans responsible for living and education expenses until they receive reimbursement.
The VA has authorized checks for up to $3,000 to be given to students who have applied for education benefits and who have not yet received payments for tuition, housing and books as part of the Post-9/11 GI Bill. Starting Friday, Oct. 2, 2009, students can go to one of VA’s 57 regional benefit offices with a photo ID, a course schedule and an eligibility certificate to request advance payment of their housing and book allowance. The VA also expects to send representatives to schools with large Veteran-student bodies and work with Veteran Service Organizations to assist students in this process.
WASHINGTON (16 September) - Today U.S. Rep. Gus M. PALM HARBOR, Fla. (27 August)- U.S. Rep. Gus M. According to data from the Florida Agency for Workforce Innovation, the Tampa Bay area's unemployment rate now tops 11 percent while Florida's has risen to 10.7 percent. This equates to roughly 990,000 out of Florida's 9.2 million person labor force being out of work, reflecting more than 400,000 fewer jobs in Florida than a year ago.
"At a time when Floridians are facing double digit unemployment for the first time in decades, we must do all we can to connect those who are out of work with employers," said Bilirakis. "This career fair will serve as an excellent opportunity for those in search of work to meet with potential employers in the area."

PALM HARBOR, Fla. (24 July) – On Saturday July 25 U.S. Rep. Gus M. Bilirakis (R-Fla.), member of the House Committee on Veterans’ Affairs, will salute the courage of the Tuskegee Airmen by presenting Mildred Wilson, widow of Staff Sergeant Elmer Wilson, with a bronze Tuskegee Airmen Congressional Gold Medal for her husband's valiant service during World War II. The presentation will take place at 1:00 p.m. at the Church on the Bayou Presbyterian Church, 409 Whitcomb Blvd., Tarpon Springs, Fla.
The Tuskegee Airmen were a dedicated group of African Americans who enlisted to become America's first black military airmen during World War II as part of the 332nd Fighter Group of the U.S. Army Air Corps. While the group was praised for their work flying combat aircraft against the Nazis, they faced discrimination at home.
“The perseverance and courage exhibited by Staff Sergeant Wilson played an important role in the liberation of millions of people,” said Bilirakis. “I am honored to have the opportunity to help recognize his intrepid service as well as the support and resolve of his wife Mildred, who served as a constant pillar of strength back home.”
In 1942 Elmer H. Wilson, a Philadelphia native, was inducted into the U.S. Army Air Corps. His high test scores and previous mechanical experience led to his selection to the Tuskegee Army Air Field's 99th Pursuit Squadron in Tuskegee, Alabama, where he trained in armament and camera technology. Staff Sergeant Wilson, known to his friends as "Pop Wilson", earned two Bronze Stars and a Good Conduct Medal during his service.
His wife Mildred Wilson is the seventh of 10 children and married Elmer during the summer of 1941. Six months later, Elmer was drafted into the U.S. Army Air Corps. Mildred eventually earned a master's degree in education and taught high school for 19 years while raising four children before retiring. The couple moved to Tarpon Springs in 1988, where Elmer died eight years later. Mildred is still giving piano lessons at the age of 89.
Mildred said her husband never said much about the time he spent as a camera technician in the U.S. Army Air Corps. "They got called all kinds of names," Mildred Wilson said of the Tuskegee Airmen. "But it didn't bother (Elmer).”
